The standard directly responds to widespread complaints about current AI customer service deficiencies, including difficulty transferring to human agents, unfulfilled commitments, and inaccurate generated responses.1 Significantly, the regulation mandates that enterprises bear responsibility for all content produced by their AI systems and prohibits using algorithmic generation as an excuse to evade accountability.1 The standard requires that AI service entry points remain prominently visible and unobstructed, with mandatory human agent transfer in cases involving complex disputes, financial disagreements, personal or property safety risks, or explicit customer requests for human assistance.1 When transitioning between AI and human service channels, systems must fully transmit interaction records to prevent consumers from repeating their concerns.1
The regulation reflects the substantial economic incentives driving corporate adoption of AI customer service, with monthly rental costs as low as 99 yuan enabling systems to handle workloads equivalent to dozens of human representatives earning approximately 3,000 yuan monthly—a cost differential of roughly 30 times.1 In the first half of 2026, China's consumer protection organizations received 986,000 consumer complaints nationwide, with after-sales service issues constituting the largest category at 26.79 percent of total complaints.1
