此次集采在规则上进行了重大升级。为防范极端低价,采购方设置了多层价格锚点,具体为最低报价和入围均价下浮一个标准差两者取高值[1]。同时新增原研药不带量复活机制,即原研药报价不超过熔断锚点3倍且低于最高有效申报价即可获得拟中选资格[1]。这些举措通过以量换价的方式,在降低患者用药成本的同时,也为企业创造了合理利润空间,实现了患者和企业的双向共赢[1],并为创新药进入医保腾出了更多空间[1]。
截至本轮集采启动,国家已完成11批采购,累计成功采购490种药品[1]。
The 12th batch of China's national centralized drug procurement process commenced on July 31 in Shanghai, bringing a record 65 drug varieties into the bidding competition.[1] The procurement involves more than 500 pharmaceutical enterprises and encompasses submissions from approximately 45,000 medical institutions detailing their purchase requirements.[1] The procurement cycle will extend through December 31, 2029.[1]
This round features significant rule upgrades designed to balance interests across the supply chain. The revised framework establishes multiple price anchors to prevent abnormally low bids, with the threshold set at the higher value between the lowest submitted price and a benchmark calculated from the average winning price minus one standard deviation.[1] For original research drugs, a new revival mechanism has been introduced: products qualify for provisional selection if their quoted price does not exceed three times the price anchor and remains below the highest valid bid submitted.[1] These structural modifications aim to create mutually beneficial outcomes for both patients and enterprises while creating fiscal space within medical insurance for innovative drugs.[1]
The 12th batch represents the latest advancement in China's ongoing centralized procurement initiative. To date, 11 prior batches have successfully procured 490 drug varieties,[1] with an increasing number of innovation drugs negotiated into the medical insurance drug directory following this model.[1]
