台北市政府原计划邀请上海市台办访团来台参加小熊猫见面会，因被陆委会认定涉及统战疑虑而未能成行[1]。2024年台北市与上海市在双城论坛期间签署了小熊猫物种交流合作备忘录[1]，两只小熊猫于今年6月6日凌晨抵达台北市立动物园[1]。
中国国台办发言人陈斌华就此批评台方的决定"无理刁难、无礼拒绝，暴露其台独本性和对抗思维"[1]。对此，陆委会回应称陆籍人士来台交流的准驳属于内政事务，中共无权置喙[1]。陆委会并指出，中共一方面对台施压以"宣示有主权与管辖权"，另一方面试图透过动物保育交流使民众松懈[1]。
Taiwan's Taipei City Government had planned to invite a delegation from Shanghai's Taiwan Affairs Office to attend a giant panda meet-and-greet event, but the visit was blocked by Taiwan's Mainland Affairs Council over concerns about united front tactics.[1] Two giant pandas arrived at Taipei Zoo on June 6 this year, following a species exchange cooperation agreement signed between Taipei and Shanghai during their bilateral forum in 2024.[1]
China's Taiwan Affairs Office spokesman Chen Binhua criticized the blockage as "unreasonable obstruction and discourteous rejection," accusing it of exposing Taiwan's independence stance and confrontational thinking.[1] In response, Taiwan's Mainland Affairs Council stated that decisions regarding entry permits for mainland Chinese citizens are internal affairs of Taiwan, over which the Chinese Communist Party has no right to comment.[1] The council also contended that Beijing simultaneously exerts pressure on Taiwan while using animal conservation exchanges to lower public vigilance, describing this as a strategy to assert sovereignty and jurisdiction.[1]
