台北市政府計劃邀請上海市台辦訪團來台參加小貓熊見面會，遭陸委會以統戰疑慮為由拒絕。[1][2]兩隻小貓熊於2024年6月6日凌晨抵達台北市立動物園，[1]此前台北市政府與上海市政府於2024年在雙城論壇簽署小貓熊物種交流合作備忘錄。[1]
上海市台辦主任金梅原計畫率團來台，名義為研商2026年台北-上海雙城論壇相關事宜。[2]陸委會主委邱垂正表示，「確實台北市政府有來詢問，但是認為有統戰疑慮，後來台北市政府沒有提出申請」。[1]邱垂正進一步指出，中共在國際社會打壓台灣的同時，又透過此類活動在台灣施展「軟的一手」，「這會造成台灣對於中國大陸威脅的鬆懈」。[2]
針對統一議題，邱垂正強調「和平還是要建立在自己的實力的基礎上，我們有堅強的實力、有堅定的決心、充分的準備才能贏得最後的和平」。[1]
Taipei City Government had proposed inviting a delegation from Shanghai's Taiwan Affairs Office to witness the public debut of two giant pandas at Taipei Zoo, but the plan faced rejection from Taiwan's Mainland Affairs Council over concerns about political manipulation.[1][2] The two giant pandas arrived at the zoo on June 6, 2024, following a species exchange cooperation agreement signed between Taipei and Shanghai during their 2024 bilateral forum.[1]
MAC Director Chiu Chui-cheng stated that while the city government had inquired about the arrangement, the council determined it carried "unification campaign concerns," and consequently the city government did not formally submit an application.[1] Shanghai Taiwan Affairs Office Director Jin Mei had been scheduled to lead the delegation ostensibly to discuss arrangements for the 2026 Taipei-Shanghai bilateral forum.[2]
Chiu questioned the rationale for organizing a debut event specifically for pandas from mainland China, noting that the initiative could undermine Taiwan's vigilance regarding mainland threats by employing what he described as a "soft approach" while Beijing simultaneously pressures the island internationally.[2] He emphasized that peaceful resolution requires building on Taiwan's own strength, stating: "Peace must be founded on our own capabilities—we possess strong strength, firm determination, and sufficient preparation to ultimately achieve peace."[1]
