合肥市住建、自然资源等部门10月25日联合发布楼市新政实施意见，全面推行新建商品住房“交房即发证”，同时优化预售管理、推进现房销售、加大融资支持、科学供应土地等措施 1。新政自2026年8月28日起对新发布的国有建设用地使用权出让项目执行 1。
在全面推行新建商品住房“交房即发证”方面，新政推广电子合同应用，保障商品住房交付时同步取得不动产权证书 1。
在预售管理方面，2026年8月28日后新发布国有建设用地使用权出让公告的商品住房项目，单体建筑应完成主体结构封顶方可预售 1。针对现房销售商品住房项目，收取定金不得高于房屋总价款的5% 1。
在金融与土地供应支持方面，2026年8月28日后新签订借款合同的项目实行主办银行制 1。土地出让价款可按分期缴纳，首付款不低于总价款的50%，余款延长至两年内缴清，不计利息 1。

The new regulations also aim to optimize land supply and financing support through flexible payment terms and institutional reforms 1. Land transfer fees can now be paid in installments, requiring an initial down payment of at least 50% of the total price, with the remaining balance due within two years without interest accumulation 1. Furthermore, projects signing loan contracts after August 28, 2026, will operate under a lead bank system to streamline financial arrangements 1.
