法律专家黄尹旭指出,押金属于担保资金,归消费者所有,商家无权单方变更退款路径1。标注"退款成功"但未原路返还的做法构成虚假宣传,损害消费者权益1。景区业务经理已确认曾遭游客投诉押金退回困难且流程繁琐,并表示已更换供应商并要求完善后台系统1。专家钟栎娜指出,流动性强的景区缺乏熟人社会约束,金额小、时间紧促使消费者易于忽视,因此亟需建立"原路退、自动退、限时退"的默认规则1。

A woman from Shaanxi paid a 99-yuan deposit for a shared portable charger at a scenic area in Shandong, only to find the system confirmed the refund but no money arrived in her account—she eventually received the deposit only after the customer service team transferred it via WeChat.1 Another consumer from Sichuan waited nearly 16 months before retrieving her deposit from a mini-program balance, and only after providing her bank card details.1 In Shanxi, a visitor's 30-yuan locker deposit showed as refunded but remained stuck in a public account platform balance, requiring additional manual steps to withdraw.1 Consumer complaint platforms recorded nearly a thousand such cases, with individual amounts relatively modest but funds accumulating in platforms indefinitely.1
Legal experts characterized this practice as deceptive. Lawyer Huang Yinxu stated that deposit funds legally belong to consumers and merchants cannot unilaterally change the refund route; marking a refund as "successful" without returning it to the original payment method constitutes false advertising.1 Scenic area management confirmed receiving complaints about difficult and cumbersome deposit returns and has since switched suppliers while demanding backend improvements.1 Expert Zhong Linna noted that high-turnover tourist destinations lack the social accountability of close-knit communities, and small transaction amounts combined with time pressure make consumers overlook such issues; she called for establishing default rules mandating "original-method returns, automatic processing, and time limits for refunds."1
