Taiwan's Mainland Affairs Council has implemented a blanket policy prohibiting mainland Chinese local Taiwan Affairs Bureau officials from entering Taiwan, citing Beijing's "Punish Independence 22 Measures" released in 2024.2 The council rejected an entry application from Li Xiaodong, deputy director of Shanghai's Taiwan Affairs Bureau, who was set to lead a preliminary inspection team for the Taipei-Shanghai Twin Cities Forum.1
Council Chairman Chiu Chui-cheng explained that while the ban is categorical, exceptions exist under specific conditions: a mainland local Taiwan business association must provide a written recommendation, the Straits Exchange Foundation must endorse it, and the Mainland Affairs Council must approve it.2 The council cited the example of granting entry to Hangzhou's Taiwan Affairs Bureau director during the Asian Games period due to his role in assisting Taiwanese athletes, families, and businesspeople.2 However, Shanghai's application could not meet these criteria because Shanghai's Taiwan businesspeople have not returned to Taiwan in recent years to participate in Straits Exchange Foundation activities, making a local business association recommendation impossible to obtain.2
Taipei Mayor's Office Labor Bureau chief Wang Qiudong had criticized the Mainland Affairs Council for obstructing the inspection team's roster and disrespecting the city government's decisions.1 The council countered that inspection teams should encompass municipal administrative exchanges rather than being composed exclusively of Taiwan Affairs Bureau members.1 In previous editions of the Twin Cities Forum, the inspection team was led by a department director; this time, Li's team consisted entirely of Taiwan Affairs Bureau personnel.1
