China's Supreme People's Court and Supreme People's Procuratorate jointly released five representative cases of prosecuting network food safety crimes on September 22, 2026, during the National Food Safety Publicity Week.12 The cases illustrate a range of illicit schemes, from document forgery to fraudulent product sales through e-commerce and livestream platforms.
In one prominent case, Luo Mohua and others forged and sold 3,961 state agency certificates, generating illegal profits exceeding 360,000 yuan, which were subsequently used to register numerous "ghost takeout" shops for unlicensed food operations.1 The court sentenced Luo Mohua to six years imprisonment and imposed a fine of 100,000 yuan for forging and trafficking in state agency documents.1
The released cases encompass multiple criminal modalities targeting online food safety. Huang Mouxiang produced and sold counterfeit honey, with sales totaling over 2.06 million yuan, receiving a sentence of 15 years imprisonment and a fine of 1.2 million yuan.2 Wu Moubao and others manufactured substandard camel milk powder with sales of 400,000 yuan, with calcium, fat, and protein levels all falling below national standards.2 Sun Mou and Li Mofen sold pressed candy containing bumetanide through livestream e-commerce platforms, generating 14,000 yuan in sales.2 Zhang Mojing and Ma Mou distributed slimming coffee containing sibutramine via social media networks, totaling 187,000 yuan in sales, with Zhang Mojing receiving enhanced sentencing for aggravating circumstances.2
