The Ministry of Transportation maintained a Level 2 emergency response for heavy rainfall while downgrading its typhoon response to Level 4, conducting video coordination sessions with eight provinces including Zhejiang, Jiangxi, and Anhui, as well as relevant departments.[1] Forecasts predicted heavy to torrential rain across central and northern Zhejiang, Shanghai, and Jiangsu between 2 p.m. on August 10 and 2 p.m. on August 11, with localized areas experiencing extraordinary rainfall of 250 to 270 millimeters.[1] The typhoon was expected to move northwest at a speed of 15 to 20 kilometers per hour while gradually weakening in intensity.[1] Coordination directives emphasized strict adherence to the principle of "stop all operations that should be stopped, close all facilities that should be closed, and evacuate all personnel that should be evacuated."[1]
