New South Wales authorities have released the final version of the Sydney Plan, a comprehensive strategy designed to accommodate an extra 1.3 million people by 2046[1]. The plan projects Sydney's population will grow from 5.3 million to 6.6 million over the next two decades, representing a 23 percent increase[1].
The strategy distributes housing and employment growth across the city to achieve more balanced urban development. Approximately 800,000 new residential units will be created, with just under half—roughly 400,000—located in eastern Sydney and fewer than a quarter in western Sydney[1]. To support this residential expansion, western Sydney will experience significant job growth, with employment rising by 59 percent from 475,000 positions in 2026 to 755,000 by 2046[1]. The plan identifies 30 interconnected urban centers as hubs for this balanced growth[1].
The policy introduces mandatory affordable housing requirements, compelling every council to establish an affordable housing contribution scheme by 2027[1]. All councils must also maintain a viable housing pipeline spanning at least 30 years[1]. Planning and Public Spaces Minister Paul Scully emphasized the scope of the initiative, stating: "This is about looking forward at how Sydney will grow over the next 20 years, where people will work, and where they will be able to enjoy life and recreation. We have to accommodate all of that"[1].
The rollout comes as New South Wales faces challenges in meeting existing commitments. As of July, the state had fallen approximately 40 percent short of its 377,000-dwelling target under the National Housing Accord[1].
