BBC journalists have located Hossam Louka, the former head of Syria's General Security Directorate (GSD), in hiding near Moscow following an investigation that began with a phone book discovered in a Damascus apartment [1]. Louka, nicknamed "the Spider," disappeared when the Assad regime collapsed in December 2024, reportedly taking large sums of money from his office safe [1].
The investigation connected Louka to the September 2015 Eid massacre, in which he allegedly selected targets for an attack that killed 28 people, including 17 children and 4 women [1]. Syrian Prosecutor General Hassan al-Turkmani told the BBC that the government has filed charges against Louka for "murder, torture, and deaths resulting from torture" [1]. When BBC reporters contacted Louka by phone, he stated "I am in a position where I cannot take any risk talking on the phone" before ending the call [1]. BBC correspondents subsequently identified two locations associated with Louka in the Moscow suburbs [1].
The United Kingdom, United States, and European Union have all imposed sanctions against Louka [1].
