美国制裁意大利托管服务商 Autistici Inventati 等实体

美国财政部外国资产控制办公室（OFAC）宣布对意大利托管服务商 Autistici Inventati、英国组织 Palestine Action 以及跨国组织 Masar Badil 实施制裁 1。此次行动依据经修订的第13224号行政令执行，旨在切断相关恐怖组织的基础设施与资金链 1。根据制裁规定，被制裁实体的在美资产及利益将被冻结，须向 OFAC 报告，美国人与其交易将受到严格限制，且被封锁人直接或间接拥有50%或以上权益的实体同样被冻结 1。

OFAC 指控上述实体为极左暴力恐怖组织提供数字工具、服务和资金支持 1。其中，Autistici Inventati 为 Antifa 等极左极端组织提供网站托管、加密邮箱、视频会议及“Noblogs”平台等数字服务 1。Palestine Action 于2025年7月被英国政府依据《2000年恐怖主义法》第1条列为恐怖组织 1。Masar Badil 是跨国组织，为巴勒斯坦人民解放阵线（PFLP）旗下 Samidoun 巴勒斯坦囚犯团结网络的前台组织，其两名高级领导人 Rawa Alsagheer 和 Zaid Abdulnasser 也被列入制裁名单 1。美国财政部长 Scott Bessent 表示：“极左极端分子、其前台和协助者应当注意：我们将动用全部经济手段。” 1

The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) has imposed sanctions on the Italian hosting provider Autistici Inventati, the UK-based group Palestine Action, and the transnational organization Masar Badil 1. The sanctions, executed under the revised Executive Order 13224, aim to sever the infrastructure and financial chains of terrorist organizations by targeting entities accused of providing digital tools, services, and financial support to far-left violent terrorist organizations 1. Under these measures, all assets and interests of the sanctioned entities in the United States will be frozen and must be reported to OFAC, while U.S. persons are strictly restricted from engaging in transactions with them 1. Furthermore, any entities directly or indirectly owned 50% or more by blocked persons are also subject to asset freezes 1.

Autistici Inventati, an Italian entity, provides digital services such as website hosting, encrypted email, video conferencing, and the "Noblogs" platform to far-left extremist groups, including Antifa 1. Palestine Action, a UK-based organization, was designated as a terrorist organization by the British government in July 2025 under Section 1 of the Terrorism Act 2000 1. Masar Badil is a transnational front organization for the Samidoun Palestinian Prisoner Solidarity Network, which operates under the Popular Front for the Liberation of Palestine (PFLP) 1. In addition to the organizations, two senior leaders of Masar Badil, Rawa Alsagheer and Zaid Abdulnasser, have been added to the sanctions list 1.

Commenting on the action, U.S. Treasury Secretary Scott Bessent stated, "Far-left extremists, their fronts, and facilitators should take note: we will use all of our economic tools" 1.
