Victoria's anti-corruption watchdog has released its final report on Operation Richmond, documenting secret negotiations conducted by the Daniel Andrews government in April 2016 that exposed the roots of governance failures across his nine-year tenure.[1] The Independent Broad-based Anti-corruption Commission (IBAC) found that Andrews authorized subordinates to conduct back-channel talks with Peter Marshall, the firefighters union secretary, bypassing the officials nominally responsible for the matter.[1] On April 12, 2016, Gavin Jennings sent a message after the clandestine negotiations stating "the handshake has happened — it's done," while Marshall later described the agreement as one negotiated "in the back room with that bastard Jennings, approved by that bastard Andrews and cabinet."[1]
The commission concluded that the episode undermined the integrity of government decision-making, compromised the neutrality of the public service, and weakened democratic checks and balances.[1] IBAC noted that "government leaders including ministers and premiers can undermine existing checks and balances when they fail to set standards of integrity and good governance oversight."[1] Although the investigation did not result in corruption findings against Andrews or any other individual,[1] the report characterizes the 2016 negotiations as emblematic of broader institutional decay that would characterize the government's later years. The Richmond inquiry represents the earliest chronological investigation but the final report among four IBAC inquiries involving Andrews.[1]
