The rollout follows a phased implementation schedule. By the end of 2027, all newly constructed buildings across the nation are required to be assigned and registered with the unified code system.[1] The codes enable seamless information sharing across utilities and government departments through a mechanism termed "one-code linkage," substantially reducing administrative procedures for residents.[1] Hangzhou has already piloted this functionality, allowing homebuyers to complete contract registration through the "e-Fang-Tong" platform and then use the code to authorize water, electricity, and gas connections with a single click.[1]
By the end of 2030, the system aims to achieve complete coverage of all buildings nationwide and establish a comprehensive, high-quality dataset documenting each structure's full lifecycle.[1]
