中共中央政治局7月30日会议再次强调稳定房地产市场,这是今年以来第二次将楼市稳定作为重点议题,此前4月份的会议已就此有过部署[1]。
当前中国房地产市场呈现出明显的结构性变化[1]。上半年全国二手房网签面积同比增长10.2%,而新建商品房销售面积同比下降11.6%[1]。更为显著的是,二手房在新房和二手房交易总量中的占比达到50.4%,历史性突破五成[1],反映出中国楼市正全面步入存量时代。地区分化进一步加剧,18个省(区、市)的二手住宅交易面积已超过新建商品住宅[1]。此外,一线城市新建商品住宅和二手住宅销售价格自3月以来连续4个月环比上涨[1]。
为适应这一转变,稳定楼市的新思路是在供需两端同步发力[1]。在供给侧,房地产新开工和批售规模仅为销售规模的一半左右[1],通过主动收缩供给、提升产品品质和推进城市更新等措施,推动房地产行业从传统开发模式向运营模式转变[1]。
The Central Committee of the Communist Party of China's Political Bureau reiterated its commitment to stabilizing the real estate market during a meeting on July 30, marking the second high-level emphasis on this goal within half a year, following a similar focus in April.[1] The market is currently characterized by concurrent stabilization and differentiation, with second-hand home transactions achieving a historic milestone of comprising 50.4 percent of total new and existing home trading volume in the first half of the year.[1]
The shift toward market stabilization reflects a fundamental transformation in China's property sector. New construction housing sales declined by 11.6 percent year-over-year in the first half of the year, while second-hand home transactions increased 10.2 percent during the same period, indicating that the market has entered a new phase dominated by existing stock rather than new development.[1] First-tier cities have experienced four consecutive months of price increases for both new and second-hand residential properties since March, while eighteen provinces and regions recorded second-hand residential transaction volumes exceeding those of new commercial housing.[1] The new approach to stabilizing the market emphasizes coordinated efforts on both supply and demand sides, transitioning the real estate industry from a development-oriented model toward an operations-focused model through measures including supply-side contraction, product quality enhancement, and urban renewal initiatives.[1]
