An Australian Bureau of Statistics official has clarified widespread misunderstandings about the definition and employment dynamics of the "non-market sector." Jason Annabel emphasized that the non-market sector—encompassing education, health care, and public administration—should not be conflated with the public sector, as these industries contain substantial private employment.[1]
The health industry is approximately 55–60% market-oriented, education around 30–35%, and public administration and safety less than 10%.[1] Within health and social assistance services specifically, 75% of employment is in the private sector rather than the public sector.[1] Between 2008 and 2024, the health and social assistance industry created 1.5 million jobs, representing a 129% increase.[1] Over the same period, social assistance services alone added 662,000 jobs, a 508% increase since 1994.[1]
Contrary to perceptions of unchecked public sector growth, employment expansion in both the private and public sectors grew at comparable rates from 2010 to 2024—the private sector added 3.3 million jobs (32.7%) while the public sector added 570,000 jobs (31%).[1] The private sector's share of total employment remained essentially stable, at 85% in September 2014 and 85.1% in March 2026.[1] The primary drivers of non-market sector expansion have been population aging and the introduction of the National Disability Insurance Scheme, which spurred growth in health and social assistance rather than a broader shift toward public employment.[1] Between 2020 and 2025, private sector employment in the non-market sector increased 38%, while public sector employment in that segment rose 18.4%.[1]
