The Australian government has conceded that the Job-Ready Graduates policy, launched in 2021, has proven ineffective.[1] The scheme has created stark disparities in university fees across different disciplines, with standard three-year arts degrees now exceeding AUD 54,000 while nursing degrees cost less than AUD 15,000.[1] By 2027, approximately one-third of Australian university students will face annual fees surpassing AUD 18,000.[1]
In response to the policy's shortcomings, researchers have put forward a simpler financing framework: a single annual student contribution rate of approximately AUD 10,847 would replace the current income-differentiated fee structure.[1] This approach aims to create greater equity and clarity in higher education funding.[1] The government has indicated that the Australian Higher Education Council will not provide alternative recommendations before the second half of 2027.[1] According to the analysis, implementing a single uniform rate would require government funding of approximately AUD 685 million annually if set at a moderate level of AUD 9,537, while each AUD 100 reduction in the student contribution rate would cost the government around AUD 53 million per year.[1]
