A troubling practice has emerged at the end of China's parcel delivery chain, where routine customer service interactions are being reclassified as formal complaints in backend systems, triggering penalties against delivery workers.1 When consumers call customer service with ordinary inquiries or request order modifications, these interactions are recorded as "complaint tickets" in the company's internal systems, subjecting couriers to fines that start at a minimum of 50 yuan.1 This system-based mechanism creates a perverse incentive structure where delivery staff bear financial consequences for customer contact that should be routine.
The practice has generated inconsistent financial penalties across operators, with fines reportedly ranging from 100 to 200 yuan depending on the courier company, creating an unpredictable enforcement environment.1 More troubling still, even when customers proactively withdraw their complaints, delivery workers often remain unable to escape punishment.1 Labor law expert Huang Lepeng noted that couriers occupy a subordinate position relative to their platform employers, and consequently "may not be willing to express their desire to protect their rights."1
Industry specialists have called for systemic reform to address the dysfunction. Yang Daqing, secretary-general of the Port and Shipping Supply Chain Branch of the China Federation of Logistics and Purchasing, has recommended redesigning customer service ticket classification systems, prohibiting backend staff from manually reclassifying complaints, and establishing reverse accountability mechanisms.1 The State Post Bureau's 2026 work plan has explicitly committed to implementing "penetrating" regulatory oversight and eliminating such unreasonable management practices as "punishing upon receipt of complaints."1
