Investor-owned utilities charged significantly higher rates for electricity in 2025 compared to their public counterparts.1 The average residential rate from investor-owned companies was 17.8 cents per kilowatt-hour, compared to 14.5 cents from public power providers and 14.1 cents from cooperatives.1 This represents a 23% premium for customers of investor-owned utilities.1
The price gap has widened substantially since 2020, driven by divergent rate trajectories.1 Investor-owned utilities raised rates by 34% over the five-year period, while public power providers increased rates by only 19%—both outpacing the 24% inflation rate during that same timeframe.1 In 38 of the 48 states where both investor-owned and public utilities operate, investor-owned companies imposed steeper rate hikes.1 A typical household's monthly electricity bill reflected this disparity: in 2020, investor-owned utility customers paid an average of $111 monthly compared to $112 for public utility customers, but by 2025 the gap had widened to $146 versus $130.1
When adjusted for inflation, the real-terms picture becomes even starker.1 Investor-owned utilities saw actual rate increases of 7.9% beyond inflation, while public and cooperative utilities experienced real-terms decreases of 4.3%.1 Among large investor-owned utilities, rate increases were particularly steep: New York's Consolidated Edison raised rates by 97% between 2020 and 2025, San Diego Gas & Electric by 79%, and Potomac Electric Power Company by 76%.1
