Taiwan's Mainland Affairs Council (MAC) Chairman Chiu Chui-cheng warned that Beijing is escalating composite pressure tactics against the island, combining military threats, diplomatic pressure, and economic coercion.1 Speaking at the closing ceremony of an international seminar hosted by the MAC on October 20, Chiu assessed that as Xi Jinping prepares to enter his fourth term at the Communist Party's 21st National Congress in 2027, Beijing will adopt an increasingly aggressive "unification before resolution" strategy aimed at gradually undermining the Taiwan Strait status quo.1
Chiu outlined four mechanisms through which China plans to pursue this strategy: establishing "internal jurisdiction," suppressing Taiwan's international space, conducting transnational suppression, and promoting unification through what Beijing frames as "national treatment" policies.1 According to the MAC chairman's analysis, China's multi-layered approach also encompasses social infiltration, legal warfare, and cognitive warfare alongside the military and economic dimensions.1 The statement comes as Beijing has obstructed President Lai Ching-te's diplomatic visit to the allied nation of Eswatini.1
