重庆市市场监督管理局印发《关于推广食品安全违法行为举报"小额奖励"的通知》，正式在全市推行食品安全违法行为举报奖励制度1。该制度通过动员外卖骑手、快递员、物业服务人员、从事食品运输的货车司机、村(社区)网格员和在校师生等一线工作人员，对食品安全违法行为进行举报1。
奖励标准分为两类情况设定1。对于有罚没款的案件，按罚没金额的0.1%至1%进行奖励，最高1000元，不足50元统一保底50元；无罚没款案件如警告类则统一奖励50元至300元1。此外，企业内部知情人举报获得翻倍奖励1。制度还创新设立"预付快奖"机制，在线索查实并立案后先行发放不低于50元的预付奖金，同时在行政处罚决定作出后5个工作日内直接拨付奖金1。
该制度的适用范围涵盖10类常见食品安全违法行为，包括无证或超范围经营、销售过期食品、使用未经检验检疫的肉类、从业人员无健康证上岗以及食品与有毒有害物品混存等1。

Cases resolved through warnings or other non-monetary penalties receive a flat reward of 50 to 300 yuan 1. Company insiders who report violations receive double the standard reward 1.
To accelerate processing, the bureau has introduced a dual-track system combining a standard procedure with an expedited pre-payment mechanism 1. Administrative penalties are followed by direct payment of rewards within five working days 1. Under the expedited system, once a tip is verified and a case is formally opened, whistleblowers receive a provisional reward of at least 50 yuan before final resolution 1.
