Canada previously fined Cryptomus CAD $176 million for anti-money laundering violations, after which the platform rebranded as Heleket; however, it has continued processing suspicious transactions at scale.1 According to analyst Richard Sanders, the shift from fines to sanctions represents a critical escalation: "A fine doesn't stop a cryptocurrency payment processor from processing payments. Sanctions kill the operation. The distinction matters."1 This action marks the first time Five Eyes alliance countries have imposed sanctions on a cryptocurrency operation registered in another Five Eyes nation.1
