Chinese independent refineries have pivoted toward purchasing crude oil from Iraq and Qatar to compensate for a sharp decline in Iranian imports following new U.S. maritime restrictions.1 In September, China's crude oil imports from Iran fell to approximately 590,000 barrels per day, representing a near 50 percent drop compared to the same period last year and marking the lowest level since January 2023.1 The decline was triggered by the United States' reinstatement of maritime blockade measures against Iranian shipping in July.1
To address the supply gap, Chinese refiners have secured at least 12 million barrels of Iraqi and Qatari crude for delivery in October and November, according to traders involved in the transactions.1 One trader estimated total procurement could reach between 15 million and 20 million barrels across both sources.1 Additionally, Chinese buyers acquired over 20 million barrels of crude from West African, Canadian, and Colombian suppliers between late August and early September.1
