The U.S. Nuclear Regulatory Commission has granted the Tennessee Valley Authority the first American construction permit for a BWRX-300 small modular reactor, to be built at the Clinch River site in Oak Ridge, Tennessee.1 This milestone represents a significant step forward in commercializing next-generation nuclear technology in the United States.

The TVA submitted its construction license application in April 2025.1 The BWRX-300 is designed with a power capacity of 300 megawatts.1 GE Vernova Hitachi Nuclear Energy CEO Jason Cooper remarked that "fleet deployment is critical for scaling nuclear energy in America," underscoring the importance of this regulatory approval for the broader advancement of the sector.1

The U.S. permit follows international progress in small modular reactor development. Canada's nuclear regulator approved the first BWRX-300 construction permit in April 2025, awarding it to Ontario Power Generation.1 OPG subsequently filed an operating license application in March 2026, which is currently under review.1 Additionally, Blue Energy submitted the first NRC construction license application for a gas-nuclear hybrid project in Texas in September 2026.1
