教育部副部长杜江峰在国新办发布会上介绍，面向"十五五"规划，教育部将深入实施高等教育学科专业设置调整优化行动1。针对知识爆炸式增长和颠覆性技术不断涌现导致学科知识更新周期缩短的现象1，教育部计划通过三个方面推进工作：健全国家战略牵引的超常布局机制、完善区域产业结构供需适配与动态预警机制、抓实学科专业内涵建设1。
在战略布局方面，教育部已编制发布战略急需人才培养引导发展清单，并先后指导部分高校超常规布局低空技术与工程、具身智能、脑机科学与技术等相关专业1。自2024年起，教育部在8个省市试点开展学科专业设置和区域发展匹配度提升工作1。围绕区域千亿、万亿级产业集群，教育部打造了247个特色优势学科专业集群，并在31个基础学科和若干关键战略领域实施系列101计划1。
应对知识快速更新的挑战，教育部将及时修订学科专业质量标准，推动人才培养由以往的知识传授为主转向能力培养为先1。
The Ministry of Education announced plans to comprehensively reform higher education curricula and professional training in alignment with the 15th Five-Year Plan, responding to the rapidly shortening update cycles of academic knowledge. 1 At a press briefing on September 23, Deputy Minister Du Jiangfeng outlined three strategic priorities: establishing a national strategy-driven mechanism for exceptional program development, perfecting regional industry-education alignment systems with dynamic warning capabilities, and strengthening the substantive quality of disciplines and professional programs. 1
The accelerated pace of knowledge expansion and disruptive technological innovations have fundamentally altered higher education's relationship with expertise. 1 To adapt, the Ministry has revised discipline and professional quality standards and is redirecting talent cultivation from knowledge transmission toward capability development. 1 These reforms include developing a strategic talent cultivation guidance list and guiding select universities to launch advanced programs in emerging fields such as low-altitude technology and engineering, embodied artificial intelligence, and brain-computer science. 1
Implementation efforts are already underway across multiple scales. 1 Since 2024, eight provinces and municipalities have begun pilot programs to enhance alignment between discipline-professional configurations and regional development priorities. 1 The Ministry has established 247 specialized discipline clusters centered on regional industries valued at hundreds of billions to trillions of yuan, while implementing a Series 101 Initiative across 31 foundational disciplines and several strategic research domains. 1
