The fundamental problem lies in the structure of employment itself. Over 200 million people work in flexible employment arrangements, with more than 60 percent lacking basic social security coverage.1 In the dining and hospitality sector, the annual turnover rate reached 16.5 percent in 2025—the highest among all industries—while wages remain at the bottom of the pay scale.1 Non-private sector workers in accommodation and food service earned an average of 60,240 yuan annually (approximately 5,020 yuan monthly), while private sector workers received 54,042 yuan yearly (about 4,503 yuan monthly).1 Migrant workers in the hospitality sector earn roughly 4,141 yuan monthly, significantly below the national average for agricultural workers of around 4,961 yuan.1
