A bipartisan group of U.S. lawmakers is preparing legislation to curtail the deployment of Flock cameras and automated license plate recognition technology across the country.1 The proposed "No FLOCK Act"—standing for Federal License-Plate Observation and Camera Keeping Act—would penalize states that fail to restrict these surveillance devices by withholding 10 percent of their annual federal highway, road, and bridge funding.1
The bill is being jointly sponsored by Democratic Representative Raja Krishnamoorthi from the Chicago suburbs and Republican Representative Michael Cloud representing the Corpus Christi area of Texas.1 Under the legislation, automated plate readers would be permitted only for five specific purposes: toll system enforcement, identifying stolen vehicles, locating missing or at-risk individuals, investigating vehicles linked to individuals with felony arrest warrants, and investigating vehicles involved in felony cases.1 The measure explicitly prohibits their use for traffic research, minor drug crime investigations, parking enforcement, and speeding citations.1
