However, the legitimacy of the certifying organization is highly questionable. The "China Food Office" claims to have been established on May 18, 2015, with approval from the China Light Industry Federation, but staff at that federation explicitly denied any connection, stating: "We have never heard of the China Food Office and have never approved it; the claims on its website are 100 percent false." 1 Legal experts emphasize that such practices violate both the Food Safety Law and the Advertising Law. 1 Under regulations, only 24 health function categories are permissible for health foods, yet Feifan Detection advertises the ability to certify over 50 types of effects, including anti-cancer and anti-pneumonia properties. 1 The Food Safety Law strictly prohibits ordinary foods from explicitly or implicitly claiming disease prevention, treatment, or health benefits. 1 A Beijing University of Chinese Medicine professor noted that these so-called online certifications represent a "referral diversion model designed to circumvent regulatory oversight." 1
