In the years that followed, the agency's operational shift yielded controversial legislative outcomes. The 2001 Patriot Act and the National Security Act passed the following year emerged as early policy results of the post-9/11 security environment.1 However, the intelligence community soon faced mounting political pressure regarding Iraq's alleged weapons of mass destruction, which would undermine the CIA's institutional credibility.
