The project's financing and construction approach has evolved considerably in recent years. In 2020, the government rejected a market-led proposal called AirRail, which had committed A$7 billion in private investment alongside A$10 billion promised by the federal and state governments at that time.[1] By 2022, project budgets had risen to A$11.5 billion, with a ceiling estimated at A$13 billion, comprising A$5 billion from Victoria and A$7 billion from the federal government—totaling A$12 billion in taxpayer funding.[1] Construction costs have increased by approximately 22 percent since 2021, according to state government estimates released in 2024.[1] Three construction industry sources have indicated that total costs could ultimately reach A$15 billion.[1] The project is currently expected to open in 2035, with Keilor East station—which was added following advocacy by Carroll when he served as a local member of parliament—remaining a non-negotiable requirement.[1]
