8月15日《中华人民共和国生态环境法典》正式施行,甘肃祁连山区的生态保护工作取得显著成效。古浪县八步沙林场通过实施沙产业水源工程和高效节水滴灌工程,建成了一座50万立方米的调蓄水池[1],植被覆盖率从不足3%跃升至70%以上[1]。累计完成治沙造林78万亩,栽植苗木1.15亿株[1]。
金昌市在十余年间组织超过20万人次的义务劳动者参与生态建设,栽植各类苗木116种、74万株[1]。该市还将矿山废石堆改造为占地200多万平方米的国家矿山公园[1]。张掖市则通过生态产品价值量化实现,2021年至2023年生态产品总价值(GEP)稳定保持在2330亿元以上[1]。该市已入选国家生态产品价值实现机制第二轮试点名单[1],推出生态价值贷支持涉农企业融资,其中甘州区党寨镇马站村获得600万元贷款用于2024年和2025年生态建设,2026年再次获批1000万元贷款[1]。
Following the official implementation of the Ecological Environment Code of the People's Republic of China on August 15, 2024, Gansu Province's Qilian Mountain region has undertaken ecological protection activities that demonstrate a dramatic reversal of desertification.[1] The transformation reflects a strategic shift from historical patterns of environmental degradation to sustained restoration efforts across multiple fronts.
The Babusha Forest Farm in Gulang County stands as a centerpiece of this ecological turnaround.[1] Through the implementation of drip irrigation systems and sand-control water engineering projects in 2024, the farm has achieved vegetation coverage expansion from less than 3 percent to over 70 percent.[1] The cumulative sand control and afforestation efforts across the county have covered 780,000 acres, with a total of 115 million seedlings planted.[1] A 500,000 cubic meter water retention pool has been brought into operation to support these initiatives.[1]
Beyond reforestation, the region has pursued innovative approaches to resource recovery and ecological valuation. In Jinchang City, abandoned mine waste has been transformed into a national mining park spanning over 2 million square meters, representing more than a decade of ecological restoration involving over 200,000 voluntary laborers and the planting of 740,000 seedlings across 116 species.[1] Meanwhile, Zhangye City has quantified ecological value through gross ecosystem product accounting, establishing a GEP figure exceeding 2.33 trillion yuan between 2021 and 2023.[1] The city was selected as a second-round pilot site for national ecological product value realization mechanisms in November 2025.[1] In support of rural development, ecological value-based loans have been extended to agricultural enterprises, with Mazhan Village in Ganzhou District receiving 6 million yuan in financing during 2024 and 2025, and securing an additional 10 million yuan in 2026.[1]
