Germany promised protection to local Afghan employees and their families who assisted German armed forces and aid projects, but hundreds remain trapped in limbo as the government has reversed course on resettlement. More than 37,000 Afghan nationals have reached Germany by June 2026, yet approximately 600 individuals remain stranded in Pakistan and Kabul awaiting German assistance [1]. In August 2021, then-Foreign Minister Heiko Maas declared: "Our work will continue until all those we are responsible for in Afghanistan are safe" [1].
The situation deteriorated when Germany's new government decided in May 2025 to eliminate its resettlement program through a coalition agreement [1]. However, a federal constitutional court ruling in July 2026 found the government's decision violated the principle of arbitrary action prohibition [1]. Following this judicial intervention, the government was required to consider individual cases. Since September 1, 2025, the NGO Kabul Airlift has won over 200 lawsuits, enabling 1,018 people to reach Germany [1].
Foreign Minister Alexander Dobrindt has proposed one-time compensation payments of up to 2,500 euros (approximately 2,887 dollars) or up to 10,000 euros for those returning to Afghanistan or third countries, with 300 people accepting the offer [1]. Among those still waiting for resolution, approximately 75 percent are women and children [1].
