However, the reconstruction project has drawn criticism from former residents who lost their homes in the conflict. Pre-war inhabitants report that they were not allocated new apartments in the reconstructed developments and have been unable to afford mortgages given their financial losses [1]. Former residents estimate that tens of thousands of people were killed during the siege, and note that Ukraine has not provided compensation for property damage to residents in occupied territories [1].
