Central government efforts to support local finances intensified during the period. The central treasury allocated 10.42 trillion yuan in transfer payments to local authorities, maintaining transfer payment disbursements above 10 trillion yuan for the fourth consecutive year [1]. Equalization transfer payments reached 2.83 trillion yuan, rising 3.7 percent from the previous year [1]. Local general public budget expenditures totaled 1.22111 trillion yuan, increasing 0.6 percent year-on-year [1].
The issuance of local special bonds progressed as planned to support capital investment. China allocated 4.4 trillion yuan in new local government special debt limits [1]. By mid-year, the issuance rate of local special bonds reached 47 percent [1], with funds exceeding 170 billion yuan deployed for project capital [1].
