学员需求的大幅萎缩是行业衰落的根本原因。全国新增驾驶人数量从2017年的3054万下降到2025年的2051万[1]。年轻人消费观念改变、城市公共交通网络不断完善、网约车平台普及以及自动驾驶技术发展等因素,共同推动了对驾驶培训需求的下降[1]。截至2025年底,54个城市已开通运营城市轨道交通线路343条[1];截至2026年6月底,全国有401家网约车平台公司取得经营许可[1]。
与此同时,2022年至今,全国市场监管部门累计办结、在办驾培垄断案件12件,涉及百余家驾校[1],反映出行业竞争乱象加剧。

Market regulators have also intensified oversight, with relevant departments handling or processing 12 monopoly cases involving over one hundred driving schools since 2022 [1].
Multiple factors are driving the industry's decline. Younger generations have shifted their consumption patterns away from car ownership, while urban public transportation networks have expanded significantly—54 cities now operate 343 urban rail transit lines as of the end of 2025 [1]. The proliferation of ride-hailing services, with 401 online ride-hailing platforms holding operating licenses as of June 2026 [1], has further reduced demand for personal vehicle ownership. Additionally, the development of autonomous driving technology has dampened interest in traditional driver licensing. The China Transportation Association's Driving Training Division has concluded that the market has entered a downward trajectory, with oversupply becoming increasingly acute [1].
