The change reflects a broader recognition within the party that the early calendar should better mirror the nation's overall composition.[1] Former DNC Chair Howard Dean underscored this rationale, stating that "these states are more like the entire country," in contrast to Iowa and New Hampshire, which historically led the nominating process.[1]
