7月1日起,全国离境退税制度迎来重要调整,退税销售额1万元以下的申请单实行随机抽检[1]。这一政策变化在深圳口岸产生了显著效应。深圳海关在该制度落地首月累计办理离境退税验核业务1.3万票,金额达1.7亿元,同比分别增长2.2倍和94.1%[1]。
深圳目前已在罗湖、福田、深圳湾、文锦渡、机场和蛇口邮轮母港等6个口岸开通离境退税服务,全市离境退税商店备案数量超过2000家[1]。伴随政策优化带来的便利,出入深圳口岸的外国人数量也在持续增加,截至8月4日,经深圳口岸入出境的外国人已突破500万人次[1]。
The nationwide departure tax refund "small-amount random inspection system" came into effect on July 1st, introducing random audits for refund applications with sales amounts below 10,000 yuan.[1] In its first month of implementation, Shenzhen Customs processed a cumulative 13,000 departure tax refund verification transactions totaling 170 million yuan, representing a 2.2-fold increase in volume and 94.1% growth in value compared to the same period last year.[1]
The system has facilitated rapid growth in cross-border consumer activity through Shenzhen ports. As of August 4th, more than 5 million foreign nationals had entered and exited through Shenzhen ports.[1] The city has established six departure tax refund service points across key checkpoints—Luohu, Futian, Shenzhen Bay, Wenxindu, the airport, and Shekou cruise port—while over 2,000 retail stores across the city are now registered for departure tax refunds.[1]
