Russia has intensified its blockade of Ukraine's grain exports through the Black Sea, striking at least 50 Ukrainian vessels and killing more than 30 civilians in the process [1]. A July 19 attack on a ship off the coast of Odesa claimed 10 lives alone [1].
The blockade poses an acute threat to global food supplies. Ukraine is the world's largest exporter of sunflower seed oil, accounting for 50 percent of global supply, as well as the third-largest exporter of barley (18 percent), fourth-largest of corn (16 percent), and fifth-largest of wheat (12 percent) [1]. More than 90 percent of Ukrainian agricultural products typically move through Black Sea ports [1]. This year, while Ukraine's grain harvest is expected to reach 600,000 tons, export forecasts have been reduced to 38.4 million tons—a 12 percent decline from earlier estimates, according to Ukraine's Agriculture Minister Taras Vysotskyi [1]. Economists estimate the blockade could cost Ukraine's GDP between 1 and 1.5 percent [1].
Ukraine has proposed to Russia a cessation of attacks on civilian targets in the Black Sea, while simultaneously exploring alternative export routes through Poland and Romania [1]. Moldova announced this week it would permit 600,000 tons of Ukrainian grain to transit its territory [1]. However, these alternatives remain costly and less efficient than maritime shipping. Russia's own grain exports are projected to fall by more than half in August compared to previous years [1].
