Ukraine is proposing an agreement with Russia through third-party intermediaries to halt attacks on civilian ships in the Black Sea and restore access to critical grain corridors.[1] Since July, Ukrainian drones have struck approximately 220 vessels, including tankers, grain carriers, and passenger ferries.[1] Russian forces have intensified their own attacks on Ukrainian southern ports, with Russian drone strikes in July alone killing ten sailors, followed by sixteen additional port workers and sailors in subsequent assaults.[1]
The proposal reflects practical concerns about international food security, particularly given that 90 percent of Ukraine's grain and sunflower exports originate from Odesa and adjacent ports.[1] The initiative has been influenced by pressure from U.S. Vice President JD Vance, who called Zelenskyy on July 31st to demand that Ukraine cease attacking tankers carrying oil shipments from Kazakhstan.[1] Meanwhile, Zelenskyy reported on Wednesday that Ukraine conducted a "massive" joint strike on ports, destroying Russian military vessels including two frigates, one large landing ship, and one corvette.[1]
The two nations previously agreed to similar arrangements under the Black Sea Grain Initiative, which was brokered by Turkey and the United Nations and remained in effect from July 2022 to July 2023.[1]
