Longgang District held its Eighth Party Congress on August 12, outlining an ambitious development blueprint for the next five years [1]. The district aims to build a modern urban exemplar characterized by being "interesting, full of business opportunities, affordable to live in, and high quality" [1].
The strategic framework centers on two major initiatives: the "All in AI" strategy and the "Hongmeng District" initiative [1]. To advance artificial intelligence and robotics development, Longgang established the nation's first government-directly-affiliated agency in the robotics and artificial intelligence sector—the Longgang District Artificial Intelligence (Robotics) Administration [1]. The Global Smart Hardware Valley was officially launched this year with 410,000 square meters of planned land and is scheduled to begin construction this year [1].
Infrastructure improvements will accelerate integration into Shenzhen's metropolitan area through expanded metro transit and expressway networks [1]. The district plans to achieve seamless connectivity among its eastern, central, and western zones within 15 minutes [1]. By 2025, Longgang will introduce a three-year action plan focused on making the district "interesting," encompassing 41 tasks and 101 projects [1]. The overarching vision seeks to achieve a historic leap in economic strength, scientific innovation capacity, and comprehensive competitiveness by 2035, while realizing the integration of production, livelihood, and ecology, and concentrating innovation, entrepreneurship, creativity, and creation [1].
