A Louisiana grand jury declined to indict former police officer Christopher Gillum on terrorism charges in June, leading to his release after he was arrested in connection with an alleged plot to carry out a mass shooting during New Orleans' Jazz Fest celebration.[1] Gillum, 45, from Chapel Hill, North Carolina, was taken into custody in April 2024 in Florida while carrying hundreds of rounds of ammunition and a handgun.[1]
Authorities stated that Gillum made threats to harm Black people, and the terrorism charge he faced carried a maximum penalty of 15 years imprisonment.[1] However, the grand jury determined insufficient evidence existed to proceed with the prosecution, which required demonstrating that violent crime was imminent or occurring, or that conditions endangering human life existed or were about to exist.[1] The case was complicated by jurisdictional issues, as the threats were made in North Carolina, and Gillum did not enter Louisiana until after his arrest.[1] According to a spokesperson for Louisiana's attorney general, Gillum's family subsequently placed him in a treatment facility outside the state.[1]
