Simon Levy has been handed a whole-life sentence for the murder of two women and the rape of another, following a series of serious failures by law enforcement agencies.[1] Levy killed Carmensa Valencia-Trujillo, 53, on March 17, 2025, and Cheryl Wilkins, 39, on August 24, 2025.[1] He also raped and assaulted a 35-year-old woman in January 2025.[1]
The case exposed significant lapses in criminal justice procedures. Levy had previously served a prison sentence for two sexual offences beginning in 2021 and was placed on the sex offenders register upon release.[1] However, British Transport Police arrested him in connection with sexual assault allegations but made errors in processing the charges, leading to his release on bail.[1] While on bail, Levy carried out at least ten additional attacks in London.[1] Prosecutor Tom Litt argued that the severity of Levy's crimes warranted a whole-life sentence.[1]
The Crown Prosecution Service, the Metropolitan Police, and British Transport Police have all acknowledged mistakes in their handling of the case.[1] Two officers from the Metropolitan Police are under investigation by the police watchdog in connection with alleged misconduct.[1]
