浙江义乌何斯路村党总支书记何允辉凭借18年的村庄治理实践,将一个贫困村转变为具有多元产业和完善基础设施的示范村,因此获邀为全国科级干部进行大规模培训。[1]
何允辉的从政生涯始于2008年,当时何斯路村被列为贫困村,人均年收入仅为4584元。[1]他以50.2%的得票率当选村委会主任,[1]随后于2011年晋升为村党总支书记。[1]在其主导下,该村逐步建成幼儿园、无人机飞手培训基地、山地越野公园等设施,吸引了七十多家小微企业入驻。[1]
这一系列成就使何允辉成为乡村治理的典范。他已向全国5万多名科级干部讲课,过去一个多月还在浙江、河南、安徽、山西等省份进行了培训。[1]2026年4月,何允辉将出版《乡践与乡见》一书,系统分享乡村振兴的实践经验。[1]2025年年末,何允辉改任村党总支副书记。[1]
He Yunhui, Party Secretary of Hesilu Village in Yiwu, Zhejiang Province, has emerged as an instructor for China's administrative cadres, drawing on nearly two decades of grassroots governance experience.[1] Beginning in 2008, when He returned to contest for village committee director, Hesilu was classified as an impoverished community with a per capita annual income of 4,584 yuan.[1] He secured election with 50.2% of the vote and later became Party Secretary in 2011, a position he held until stepping down to Party Vice Secretary at the end of 2025.[1]
Under his stewardship, the village underwent significant transformation, developing a diverse economic base that now includes a kindergarten, an unmanned aerial vehicle pilot training facility, a mountain off-road park, and over seventy small and micro enterprises.[1] His track record in rural revitalization has led to training sessions across multiple provinces—Zhejiang, Henan, Anhui, and Shanxi—over the past month, where he has delivered lectures to more than 50,000 county-level officials nationwide.[1]
His accumulated experience will be further disseminated through an upcoming publication, "Rural Practice and Rural Perspective," scheduled for release in April 2026.[1] The book aims to consolidate his insights and lessons learned from transforming a struggling village into a model community with functioning infrastructure and diversified industries.
