Turkey's parliament has adopted legislation aimed at establishing a legal framework for ongoing peace efforts with the Kurdistan Workers' Party (PKK).[1] The "Law on Strengthening National Unity and Social Integration," submitted by the ruling conservative Islamist AKP party and its allies, received support from 467 of 592 lawmakers voting in the chamber.[1] The measure allows PKK members who meet certain conditions to receive sentence suspensions once the organization has fully disbanded and disarmed.[1]
Under the law's provisions, prisoners convicted with sentences not exceeding 15 years may have their imprisonment suspended for five years, while those with longer or life sentences face a ten-year suspension period.[1] Officials estimate approximately 3,600 inmates could potentially benefit from these measures.[1] The law excludes individuals convicted before June 1, 2005, and those convicted of murder with finalized sentences.[1] Pro-Kurdish parties backed the legislation, though critics argue it lacks substantive democratic reforms and concentrates excessive authority in President Erdogan's hands.[1]
The timing follows PKK founder Ocalan's call in February 2025 for the organization to dissolve and end its armed struggle.[1] Political analyst Berk Esen has criticized the law for failing to provide concrete democratic solutions to the Kurdish question,[1] while Kurdish Studies Center Director Reha Ruhavioglu stated that "Erdogan will set the pace explicitly."[1]
