Moldova has begun formal EU accession negotiations, with talks covering five initial chapters including rule of law, respect for fundamental rights, and the functioning of democratic institutions. 1 The country launched a second round of negotiations last week addressing diplomatic relations, security and defense policy, and trade matters. 1
