通知从四个方面提出具体要求。在客流管理方面，要求建立"博物馆—主管部门—属地政府"信息联动机制，科学评估和引导参观人员。[1]在基础设施保障方面，有条件的场馆应建立多层级供电保障体系。[1]在灾害防范方面，要求建立涵盖停电、火灾、气象灾害、大客流疏散等场景的综合应急演练。[1]在应急处置方面，要求落实领导干部带班、关键岗位24小时值班和信息报告制度。[1]此外，对存在重大安全风险隐患的场馆要督促限期整改。[1]
The State Administration of Cultural Heritage has released an urgent directive requiring museums nationwide to strengthen emergency management protocols during the summer season.[1] The notice highlights recent incidents at several museums involving power outages, air conditioning system failures, and overcrowding, revealing inadequate risk assessment and insufficient emergency preparedness.[1]
The directive addresses four key areas to address these vulnerabilities. Museums must establish robust visitor flow assessment and guidance systems, secure critical infrastructure, prepare for natural disasters, and develop comprehensive emergency response procedures.[1] Specifically, the notice calls for the creation of an information-sharing mechanism connecting individual museums, their supervising authorities, and local governments.[1] Facilities with adequate resources should implement multi-tiered power supply backup systems to prevent infrastructure breakdowns.[1]
Additionally, museums are required to conduct comprehensive emergency drills covering scenarios such as power failures, fires, severe weather events, and large-scale crowd evacuation.[1] The directive mandates that senior managers maintain on-site presence during operations, critical positions maintain round-the-clock staffing, and all incidents be promptly reported through established channels.[1] Museums identified as presenting significant safety hazards must be compelled to address deficiencies within set timeframes.[1]
