Turkey's parliament has passed the "Law on Strengthening National Unity and Social Cohesion," a measure designed to provide a legal framework for ongoing peace negotiations with the Kurdistan Workers' Party (PKK).[1] The legislation, submitted by the ruling Justice and Development Party (AKP) and its coalition partner, the Nationalist Movement Party (MHP), was approved with 467 votes in favor and 125 against.[1]
The law allows for the suspension of criminal sentences for PKK members on the condition that the organization fully dissolves and disarms.[1] Specifically, sentences not exceeding 15 years would be suspended for five years, while longer or life sentences would be suspended for ten years.[1] An estimated 3,600 prisoners could potentially benefit from these provisions.[1] However, the law excludes individuals convicted before June 1, 2005, as well as those with final convictions for murder.[1]
The initiative follows a significant development in February 2025, when PKK founder Abdullah Öcalan called for the organization to dissolve and announced an end to armed struggle.[1] Yet the law has sparked considerable debate both within parliament and society at large. Kurdish political parties and the PKK view it as a preliminary step, asserting that further democratic reforms and the release of imprisoned Kurdish political figures remain necessary.[1] Political scientist Berk Esen has criticized the legislation for failing to offer concrete democratic solutions,[1] while Bahar Ruhavioglu, director of the Center for Kurdish Studies, cautioned that "Erdogan will clearly control the pace."[1]
