The policy shift aims to address rising pedestrian fatalities among vulnerable groups. Deaths and injuries involving children and elderly people on residential roads had remained around 300 annually since 2021, but 2025 marked the first year this figure increased.1 According to police data, the speed reduction is grounded in evidence showing that pedestrian fatality rates drop below 1 percent in accidents occurring at speeds of 30km/h or lower, compared to 2.7 percent at 30-40km/h and 17.4 percent at 50-60km/h.1
Police Commissioner Yoshinobu Kusunoki stated: "We ask drivers to recognise that they need to take particular care on roads shared by vehicles, pedestrians and cyclists."1 The new regulation builds on the success of a limited initiative launched in 2011, which established "zone 30" areas that achieved a 30 percent reduction in casualties.1
