Turkey's parliament voted overwhelmingly on Monday to approve a conditional amnesty law targeting thousands of Kurdish militants, advancing peace efforts between the Turkish government and the Kurdistan Workers Party (PKK).[1] The measure will take effect only after Turkish authorities confirm that the PKK has completely disarmed.[1]
The amnesty will suspend prison sentences for some already-convicted PKK members and postpone investigations and trials for others by five or ten years.[1] If no terrorist crimes occur during the specified timeframe, related cases will be dismissed.[1] However, those convicted of intentional murder and individuals sentenced to life imprisonment before 2005 are excluded from the amnesty, including imprisoned leader Abdullah Ocalan and other senior PKK figures.[1] The PKK announced last year that it would lay down its weapons.[1]
Residents of the Kurdish region have expressed cautious welcome for the law, viewing it as a potential path toward peace and prosperity in an area ravaged by more than four decades of conflict.[1] Yet significant uncertainty persists about whether the measure addresses broader Kurdish concerns. A 70-year-old retiree named Ali Akdogan said: "I am really happy. I even clapped my hands in my own home."[1] However, 56-year-old shopkeeper Hasan Gecti observed: "Has the Kurdish issue been directly resolved? That is somewhat questionable. In my view, only the terrorism issue has been resolved."[1] Kurds comprise approximately 15 to 20 percent of Turkey's total population.[1]
