A United Nations independent investigative mechanism released findings indicating that Myanmar's armed forces have intensified airstrikes during their conflict with opposition armed groups, increasingly deploying ultralight aircraft such as powered paragliders and rotorcraft to conduct low-altitude bombing runs that have resulted in civilian casualties [1]. According to the Arakan Army and other opposition forces, military airstrikes between August 1 and 11 killed approximately 20 civilians, with 22 others wounded, and one attack involved up to eight aircraft operating continuously for about an hour [1].
The year-long investigation gathered evidence from more than 1,600 information sources and witnesses [1]. The military has employed double-tap strike tactics, wherein a second strike follows the first to target rescue personnel and fleeing civilians [1]. In operations near Upper Sagaing, powered paraglider pilots have shut down their engines as they approach targets, allowing the aircraft to glide silently and giving civilians almost no warning to escape [1]. Nicholas Koumjian, the head of the investigative mechanism, stated: "Behind every piece of evidence we have collected are people whose lives have been destroyed by these crimes" [1]. Since 2021, more than 8,000 civilians have been killed and over 31,000 people have been arrested by Myanmar's security forces, according to the Assistance Association for Political Prisoners [1].
